Located in the historic heart of Tashkent within the Sheikhantaur memorial complex, the 15th-century Tole Bi Mausoleum (celebrated across Central Asia as Kaldirgach-biy) stands as an enduring architectural monument to the shared lineage, cultural brotherhood, and resilience of the Uzbek and Kazakh peoples. This sacred site serves as both an inspiring symbol of historic self-determination and an essential pilgrimage destination.
Historical Figure: The Respected Judge, Orator, and Statesman
Tole Bi Alibekuly was born in 1663 in the Zhaisan tract in the Chu River valley into the family of a tribal judge. He belonged to the Zhanys branch of the prominent Dulat clan within the Senior Jüz — the foundational tribal union that shaped the Kazakh nation. Renowned as a profound poet, orator, and fair magistrate, Tole Bi collaborated with celebrated jurists Kazybek Bi and Aiteke Bi to author the seminal legal code "Zhety Zhargy" ("The Seven Charters"), which skillfully integrated Islamic Sharia jurisprudence with customary nomadic legal traditions.
Following the death of Khan Zholbarys, Tole Bi ruled Tashkent for six years, from 1743 to 1749. During a turbulent era, he stimulated the urban oasis's economy by encouraging pastoralists to embrace trade, craft skills, and settled agriculture. Passing away in 1756 in the Akburkhan horde, he was buried with full civic and state honors in central Tashkent, directly adjacent to the tomb of Sufi saint Sheikh Havendi Tahur.
The Legend of the Holy Swallow ("Kaldirgach")
In 1723, during the devastating Dzungar incursions led by Galdan-Tseren, urban populations abandoned their properties in panic. Tole Bi alone stayed within his tent. When brought before the fearsome conqueror and questioned about his lack of fear, the judge stated that a swallow had nested upon his tent roof to nurse newborn chicks, and destroying the home of an innocent bird was unthinkable. Touched by such courage, piety, and compassion, the commander spared the elder and his relatives. Henceforth, the populace affectionately hailed him as Kaldirgach-biy (Guardian of the Swallow).
Architectural and Cultural Distinctions
- Distinct Twelve-Sided Pyramidal Dome: The structure features a ribbed 12-sided pyramidal tent dome, a rare architectural form in Uzbekistan's historic monuments.
- Historical Continuation: In the late 18th century, Yunus Khoja united Tashkent into an independent city-state; notably, in his youth, he served as the personal secretary to Tole Bi.
